Learn About MedicareMedicare Agent Guidance
The type of Medicare agent you choose can have a major impact on the plans you see, the guidance you receive, and the support you receive after enrollment. Before comparing Medicare plans, it's important to understand the differences between independent, captive, and call center Medicare agents.
The type of Medicare agent you work with can affect the plans you see, the companies they represent, the guidance you receive, and whether someone is still there to help after your enrollment. Before comparing Medicare plans, it helps to understand the different types of Medicare agents available.
Most people spend hours comparing Medicare plans and almost no time comparing the agents helping them choose. That’s backwards. The plan you pick this year can change next year: new costs, a new network, a new formulary. The agent you pick determines whether anyone catches that change before it costs you money or your doctor.
Not all Medicare agents work the same way. Some represent one company. Some work a call center queue. Some represent you. Before you decide on a plan, it’s worth understanding who you’re actually talking to because that decision shapes every Medicare decision you make after it. Plans vary by the county you live in so it’s important to find an agent near you that knows your market.
| Call Center / Online Agency | Captive Agent | Independent Agent | |
|---|---|---|---|
| Who they represent | The company itself, contracted with one or more carriers | One single insurance company | You β represents multiple carriers |
| Plan options | Limited to whatever the agency is contracted to sell | Only plans the insurance company allows | Compares options across companies |
| How they're paid | Per enrollment β no ongoing stake in your plan | Salary plus some commission from insurance company | Commission only β at enrollment and again the following year if you stay happy and enrolled |
| Same agent next year? | Rarely β different rep each time | Usually, as long as they stay with that carrier | Yes β same agent, year after year |
| Who do you call with questions or concerns? | 1-800 # | 1-800 # | Your independent agent β directly |
| Proactive annual reviews? | No | No | Should be β but ask before you commit |
| Local market knowledge | Often none β may not even be licensed in your state | Knows their company's plans well | Varies β not all are local or full-time |
| Best fit for | Quick, transactional enrollment with no relationship needed | Someone already loyal to one specific carrier | Someone who wants an ongoing relationship and an unbiased comparison |
Before You Choose
A Medicare plan may look good on paper, but the agent helping you choose it matters too. The right agent should explain your options clearly, compare plans fairly, and be available when your needs change.
Best for: Fast enrollment when you already know exactly what you want.
Watch out for: Different reps, limited follow-up, and a transaction-first experience.
Best for: Someone already loyal to one specific insurance company.
Watch out for: They can usually only show plans from one company.
Best for: Comparing multiple companies and building an ongoing relationship.
Watch out for: Not every independent agent is local, full-time, or proactive.
Best for: People who enjoy doing all research and enrollment themselves.
Watch out for: You may miss network, drug, or enrollment details that matter later.
High-Volume Sales Model
If you called a 1-800 number from a television ad or submitted your information through a lead-generation website, you are likely speaking with a Medicare call center or national online agency.
These organizations are built around volume. Their goal is to handle a large number of calls and enroll as many people as possible, as quickly as possible. That does not automatically make the agent dishonest, but it does shape the experience you may receive.
A call center can be convenient when you want a fast enrollment and already feel confident about your doctors, medications, benefits, and plan research. However, it may not be the best fit when you want a local relationship, ongoing support, or an agent who remembers your situation next year.
Question to ask: Will I be able to work with the same licensed Medicare agent after I enroll?
Single-Company Representation
Captive Medicare agents work for one insurance company. They may be local, professional, and knowledgeable, but the plans they can discuss are limited to the company they represent.
A captive agent is trained to explain and enroll people into plans offered by a single carrier. Even when another company's plan may better fit your doctors, prescriptions, or budget, the agent cannot offer it because it falls outside the company's product lineup.
This does not mean the agent is dishonest or unhelpful. The limitation is structural: the agent can only work within one company's plans. If your network, prescriptions, benefits, or budget change, they cannot move you to a better-fitting plan from another carrier.
A captive agent may be a reasonable choice when you have already compared the broader market and know that one company's plan is the right fit. Without that wider comparison, you may only know that it is the best plan that particular company offersβnot necessarily the best option available to you.
Question to ask: Which insurance companies and Medicare plans are you able to compare for me?
Multiple-Carrier Representation
An independent Medicare agent can compare plans from multiple insurance companies and recommend coverage based on your doctors, prescriptions, budget, and healthcare needsβnot one company's sales goals.
Independent agents can compare Medicare Advantage and Medigap plans from several carriers. Before meeting with an agent, you can also use our Medicare Plan Comparison page.
When your doctors, medications, or plan change, an experienced independent agent can help during your Annual Medicare Review.
Not every independent agent is the same. Ask how long they've specialized in Medicare, whether it's their full-time career, and whether they understand the plans available in your community.

Smart Questions
Before you trust someone with your Medicare decision, ask a few direct questions. A good agent should be able to answer these clearly without pressure or confusion.
Do-It-Yourself Enrollment
You do not have to use an agent. You can research Medicare plans yourself, compare options, and enroll directly. For people who are comfortable doing the legwork, self-enrollment can be a valid choice.
You review plan details, provider networks, prescription formularies, costs, benefits, and enrollment rules on your own. A good starting point is our Medicare Education Center, which organizes the major decisions and next steps.
You can research as much as you want, but personalized plan recommendations and enrollment guidance should come from a licensed Medicare professional. A friend or family member may mean well, but choosing the wrong plan can affect your doctors, prescriptions, costs, or enrollment rights.
Self-enrollment may be a good fit when you understand Medicare, feel confident comparing plan details, and are prepared to review your coverage again when your healthcare needs or plan benefits change.

Book AppointmentFor most people, yes β an independent agent can compare plans across multiple insurance companies, while a captive agent can only offer plans from the one company they work for. The exception is if you already know a specific company’s plan is right for you; in that case, a captive agent for that company can work fine.
No. Medicare agents β independent, captive, or call center β are paid by the insurance carrier, not by the client. Using an agent costs you nothing extra whether you enroll or not.
It depends on the type of agent. Independent agents typically stay with you year after year. Captive agents usually stay the same as long as they remain with that one carrier. Call center and online agency reps rotate, so you may speak with a different person every time you call.
The terms are often used interchangeably. In practice, “broker” usually refers to an independent agent who represents multiple insurance carriers, while “agent” can refer to either an independent or captive agent. The carrier relationship β one company versus several β is what actually matters, not the title.
Yes. You can research and enroll directly through Medicare.gov. Using an agent doesn’t cost anything either way, so it’s worth weighing whether you want ongoing help with annual reviews and plan changes, or prefer to manage that research yourself each year.
